देश में अब नेशनल पॉपुलेशन रजिस्टर (एनपीआर) पर विवाद खड़ा किया जा रहा है। पश्चिम बंगाल और केरल ने एनपीआर को लागू करने से इनकार किया है।
जानते हैं कि एनपीआर आखिर है क्या?
नेशनल पॉपुलेशन रजिस्टर भारत के सामान्य निवासियों का रजिस्टर है। नागरिकता कानून 1955 और नागरिकता (नागरिकों का पंजीकरण और राष्ट्रीय पहचान पत्र जारी करना) नियम 2003 के प्रावधानों के तहत स्थानीय, उप जिला, जिला, राज्य व राष्ट्रीय स्तर पर तैयार किया जाता है। एनपीआर में पंजीकरण भारत के प्रत्येक निवासी के लिये अनिवार्य है। एनपीआर के अनुसार एक ‘सामान्य निवासी’ वह व्यक्ति है जो किसी लोकल एरिया में बीते छह महीने से रह चुका है या ऐसा व्यक्ति जो उस इलाके में छह महीने या उससे ज्यादा समय तक रहने का इच्छुक है।

एनपीआर का उद्देश्य देश के प्रत्येक सामान्य निवासी का पहचान डेटाबेस बनाना है। इस डेटाबेस में जनभौगोलिक तथा बायोमीट्रिक विवरण दर्ज होगा।

5-पति या पत्नी का नाम (यदि विवाहित है तो)

9-जन्म स्थान
10-नागरिकता
11-सामान्य निवास का वर्तमान पता
12-वर्तमान पते पर निवास की अवधि
13-निवास का स्थाई पता
14-पेशा या काम
15-शैक्षिक योग्यता
वर्तमान स्थिति
पिछली जनगणना के दौरान ही एनपीआर के लिए आंकड़े एकत्र किए गए थे। इस डेटा को 2015 में डोर टू डोर सर्वे के जरिए अपडेट किया गया था। अद्यतन जानकारी का डिजिटलीकरण पूरा हो चुका है। अब 2021 की जनगणना में ‘हाउस लिस्टिंग’ यानी हर घर की लिस्टिंग के चरण के साथ एनपीआर को अपडेट करने का फैसला किया गया है। हाउस लिस्टिंग का चरण अप्रैल से सितम्बर 2020 तक असम के अलावा पूरे देश में चलेगा। इस संबनध में केंद्र सरकार द्वारा गजट नोटिफिकेशन प्रकाशित किया जा चुका है।
अब जानकारी सामने आ रही हैं कि अगले हफ्ते मंगलवार को होने वाली कैबिनेट की मीटिंग में नेशनल पॉपुलेशन रजिस्टर के अपडेशन और जनगणना को मंजूरी दी जा सकती है।
